Leader for Costa Rica in the negotiation of the Regional Electricity Market Regulations RMER, the approval of the Second Protocol of the Central American Framework Treaty and the development and implementation of the regulation for the Harmonization of the Costa Rican Electricity Sector with the MER.
From 2004 to 2022, member of the Board of Directors of the Ente Operador Regional, (EOR), entity that directs and coordinates the Operation of the Regional Electric System and the Administration of the Electric Market. He has been president for four terms.
Experience in national and international negotiation.
Director of the ICE unit in charge of design and development of large generation and transmission projects, including financing and environmental management.
Founder of the watershed protection and development groups; leader in negotiating with all civil society groups and government entities for environmental viability.
Director and promoter of scientific and technological management at the Institution, director of the digitalization strategy of the System and Market Operator of Costa Rica and experience in the development of transformation strategies for the electricity sector
